Southwest District Health (SWDH) is recruiting a PROJECT MANAGER 1 to join the dedicated group of public health professionals in their ENVIRONMENTAL AND COMMUNITY HEALTH SERVICES division.

As a PROJECT MANAGER 1 and public health provider, you will serve an active role in improving the health of your community. As part of a small, but mighty team, you will manage projects concerning the Youth Crisis Center including initiating and monitoring subcontracts and contracts, ensuring and supporting partner trainings, monitoring, evaluation, and quality improvement for Youth Crisis Center operating contractor; and facilitating governance and oversight through the advisory committee and collaborative partners.

This position may include a teleworking option from within Idaho.



This is a limited service, benefited position. Length of Limited-Service appointments are defined as appointments tied to funding for a specific program, grant or project that is not indefinite in nature.


Example of Duties

  • Implement deliverables outlined in Youth Crisis Center grant expectations

  • Initiate and serve as the point of contact for contract/subcontracts and Memoranda of Understanding/Agreement (MOU/MOA) between district and contractors, subrecipients, and community organizations

  • Act as liaison between health district and partner organizations

  • Facilitate and coordinate agreements and connection with Youth Crisis Center operations and infrastructure

  • Monitor financial reports for contracts and agreements as necessary

  • Train or facilitate the training of partnering organizations and individuals on Youth Crisis Center programming

  • Monitor Youth Crisis Center performance data

  • Report to and engage with advisory committee and collaborative partners on performance measures and evaluation

  • Report on the performance of Youth Crisis Center to funding partners/agencies, as needed

  • Serve as point of contact for the Youth Crisis Center advisory committee members

  • Act as liaison between SWDH’s Board of Health and the Youth Crisis Center advisory committee

  • Establish governance and ensure oversight of partnering organizations through the Youth Crisis Center advisory committee

  • Schedule and facilitate meetings of the advisory committee and collaborative stakeholders as needed for good governance

  • Engage collaborative stakeholders and the Youth Crisis Center advisory committee members in evaluation, oversight, and performance monitoring of youth crisis processes and partnerships

  • Other duties as assigned

  • May be assigned to assist during public health emergencies and will be required to participate in preparedness exercises and training


Minimum Qualifications

Minimum Qualifications (MQ):


  • Experience planning and implementing projects including coordinating the development of projects scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes

  • Experience interpreting and explaining specialized or complex material into information usable by the public

  • Experience developing and monitoring contracts

MQ Specialties:

  • Valid Driver’s License

  • Experience administering grants including proposed writing, budgeting, and evaluation

Preferred Qualifications:

  • Bachelor’s Degree in project management, organizational development, psychology, or equivalent combination of education and/or experience

  • Good knowledge of youth focused behavioral health care delivery and operational systems

  • Experience planning, implementing, and evaluating youth-focused behavioral health programs or projects
