Position Summary: The Senior Contracts Manager is a key part of the corporate management team responsible for front line administration of the full life cycle of contracts from proposal development to contract negotiations to reporting and closeout. Specifically, the Senior Contracts Manager is the hands-on leader of a small group of contract professionals performing the following duties in a dynamic, team-oriented work environment.  



Duties/Responsibilities:




  • Ensures corporate compliance with federal grant and contract regulations and corporate policies.

  • Negotiates contract and subcontract agreements with Government and prime contractors.

  • Drafts and negotiates subcontracts, purchase orders, and consulting agreements with lower-tier subcontractors and vendors.

  • Reviews and negotiates non-disclosure and teaming agreements.

  • Develops original templates for complex, non-standard agreements.

  • Develops and implements corporate policies and procedures.

  • Develops and maintains small business subcontracting plans and organizational conflict of interest plans.

  • Participates in developing and executing proposal strategies.

  • Prepares detailed cost/price analyses.

  • Submits technical and cost proposals in accordance with RFP requirements.

  • Supports accounting/finance function in contract set-up, invoicing, collection, financial reconciliations, and annual audit.

  • Participates in management and financial reviews.

  • Maintains contracts records and metrics.

  • Maintains corporate registrations (System for Award Management, Directorate of Defense Trade Controls, etc.).

  • Submits project reports including financial, intellectual property, Government property, contract closeout, etc.



Required Education, Certification, Skills, Capabilities:




  • Bachelor’s or Master’s degree in business and 10 years in contracts administration / management required

  • Evidence of continuing professional education in field of contracts management

  • Advanced knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) required

  • Basic knowledge of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)

  • Experience with CPFF, T&M, FFP and IDIQ contracts

  • Excellent analytical and communication skills

  • Superior attention to detail

  • Proficiency with Microsoft Office (Outlook, Word, Excel)



Desired Education, Certification, Skills, Capabilities:




  • 3 years leading other contract professionals

  • Certified Professional Contracts Manager (CPCM) preferred

  • Experience working with industry, Government, and academia

  • Knowledge of Department of Defense Grant and Agreement Regulations (DoDGARS) desired



Primary Work Location: Work is to be performed in Blacksburg, VA; but remote work is possible.



Special Work Conditions: 




  • Occasional travel may be required; less than 5%.

  • Occasional work outside of corporate core business hours.



Security:




  • Must be a U.S. Citizen.

  • Must be able to obtain & hold a security clearance.

  • Active Top-Secret clearance is desired but not required.
